A key focus of Embrace Multicultural Mental Health (the Embrace Project) is to support Primary Health Networks (PHNs) to implement the Framework for Mental Health in Multicultural Australia (the Framework) within their organisation and into commissioning processes for mental health and suicide prevention services to enhance their capacity for working with CALD individuals and communities.
Since its inception, the Embrace Project has engaged with PHNs in various ways including via surveys, Community of Practice (CoP) meetings, the PHN Cooperative and through two targeted support processes. The most recent targeted support process occurred over a one-year period from 2022 – 2023 during which the Embrace Project provided formal support to 13 PHNs; support was in the form of monthly one-on-one meetings, bi-annual community of practice meetings, individual Framework trainings and workshops, and phone and email support as needed.
Learnings and best practice examples collated through this engagement form the basis of the below resources, designed to serve as practical guides for implementing the Framework, aiming to improve mental health outcomes for CALD communities.
Primary Health Network Framework Implementation Guide
This guide aims to support PHNs in getting started with implementation of the Framework within their organisation and commissioned services by providing step-by-step recommendations, key considerations, and sources of support.

This editable template can help PHNs and other organisations clearly set out and manage actions identified during Framework implementation for the delivery of culturally responsive mental health care to people from CALD communities.

PHN Action Examples Fact Sheet
This Fact Sheet includes examples of actions that have been collated from existing PHNs who have implemented the Framework within their organisations and their commissioned services. Specifically, it guides users with examples of actions to develop and implement Step 3: Action Plan and Step 4: Implementation of each module.
